Project context

One municipal spatial environment instead of disconnected files and departmental datasets

Zaječar needed a shared environment for planning, cadastral, topographic and infrastructure information. MapSoft established the database, desktop GIS, standards-based service layer and Internet-accessible Geoportal as one coordinated system, then transferred operating knowledge through three training streams.

CompleteOpen-source municipal GIS

Database, QGIS, GeoServer, Geoportal, thematic applications and client training delivered as one coordinated municipal platform.

2 modulesPrimary thematic modules

Urban/spatial plans and water infrastructure, confirmed by signed handover.

3 streamsTraining streams

Basic QGIS, advanced full-system and GIS-administrator training.

Establish an extendable open-source municipal GIS that centralizes prepared data, separates professional/admin/public access, publishes planning and infrastructure information through Web GIS and transfers operating knowledge to the client.

Centralize heterogeneous municipal source data and deliver database, desktop GIS, service and Web GIS components as one usable system within a constrained pandemic implementation period.

Municipal Geoportal

A public-facing gateway backed by professional GIS and server-side publishing

The delivered Web environment organized municipal map themes into a browser-accessible catalogue while preserving a professional QGIS workflow for expert users and a GeoServer publication layer behind the portal.

Spatial data foundation

Orthophoto, cadastral structure and municipal reference layers in the same operating model

Project screens show how raster, cadastral and spatial-unit information is combined and managed as a structured spatial foundation rather than as isolated files.

Planning & thematic information

From city-scale planning coverage to detailed topographic and hydrographic content

The platform exposed planning and reference layers at city scale and supported detailed thematic content. The screens show the implemented data-publishing model; displayed counts reflect the captured interface state rather than a current inventory.

Open-source architecture

PostgreSQL/PostGIS, QGIS, GeoServer and a MapStore/GeoNode Web environment

Signed handover confirms the core database, desktop and service components. The project-specific implementation material documents the browser environment and GeoServer administration used to publish spatial content to the municipal platform.

Water-infrastructure application

Network geography connected to charts, measurements and operational inspection

A dedicated thematic application linked the water-network map with dashboard measurements and charts. On-screen values represent the captured interface state rather than current authoritative totals.

Delivery & client enablement

Technical delivery backed by signed handovers and completed training

The client-owned GIS server was returned with configured software and data on 12 January 2021, followed by signed final service handover on 15 January. Basic QGIS, advanced full-system and GIS-administrator training were completed across 15 working days.

What this project proves

MapSoft can directly establish and hand over a complete municipal GIS stack

Zaječar proves MapSoft can directly establish and hand over a complete open-source municipal GIS: prepared data, PostgreSQL/PostGIS, QGIS, GeoServer, MapStore/GeoNode Web GIS, vertical planning and water applications, role governance, server deployment and user/admin training. Signed handovers make it a strong final-state municipal software reference.

Signed final service handover — 15 Jan 2021PostgreSQL/PostGIS + QGIS + GeoServer + MapStore/GeoNode2 confirmed thematic modules15 working days across 3 training streams

The delivered system created a central municipal geospatial environment connecting desktop GIS, standards-based services and Web applications. Planning information became available through interactive layers and selected-object data, while the water-infrastructure module connected network geography with charts and displayed measurements. Signed handover and completed training prove technical delivery and client enablement; current 2026 use and adoption metrics remain unverified.
