Smart City does not automatically mean Digital Twin.

A municipality can create significant Smart City value through integrated GIS, asset registers, environmental systems, field applications, public portals, analytics and operational workflows without implementing a Digital Twin.

3D

3D is a tool. Not a Digital Twin claim.

Three-dimensional city data can improve understanding of buildings, terrain, infrastructure and spatial relationships. It can support visualization, measurement, solar analysis, planning, asset inspection and communication. But a 3D model alone is not a Digital Twin.

A Digital Twin requires more than geometry.

We use the term only where the digital representation has a defined operational purpose and a maintained relationship with the physical environment or operational state.
