Paraćin needed a centralized municipal GIS environment that could replace fragmented access to planning, cadastral and thematic information with one maintained spatial database, standards-based services, professional desktop workflows and public/authorized Web GIS applications. The project also had to turn location-related municipal processes such as investment promotion, tourism and public-property records into structured spatial applications.

The implemented platform combined municipal spatial units, planning content and other authoritative or thematic information in a common browser environment backed by a centralized spatial database.


Location-based municipal processes became structured Web GIS workflows
Investment and tourism modules connected mapped locations with structured records and public-facing content, allowing users to move from spatial context to the information needed for municipal services and promotion.


Property records linked to map context and operational views
The public-property module connected cadastral layers, records and map-based inspection inside the same municipal platform. The displayed counters are historical interface values from the captured system state.


Professional maintenance, a central spatial database and standards-based Web publication
Implemented open-source stack: PostgreSQL/PostGIS central database, GeoServer service layer, MapStore Web GIS portal and QGIS desktop environment, deployed on the Municipality server.
Municipal planning/cadastral/address/spatial-unit/public-property and thematic data were harmonized in the central platform. The final report documents standards-based access to RGZ/GeoSrbija services and supported OGC web-service families.

The handover included role-specific training and operational knowledge transfer
Training covered professional GIS users, system administrators and occasional users across QGIS, administration and Web GIS workflows, followed by warranty and support obligations.

Training covered 5 professional GIS users, 3 system administrators and more than 20 occasional users over 10 working days: 5 days QGIS, 3 days administration and 2 days Web GIS. The contract provided a two-year functional warranty and maintenance/error-correction support.

Paraćin proves MapSoft can deliver a complete open-source municipal spatial platform as direct contractor: data modelling and migration, PostgreSQL/PostGIS, GeoServer, QGIS, Web GIS, thematic applications, standards-based authoritative-data access, role governance, deployment and user enablement.
Implementation scope. The implemented database, portal, services, processed data and training were completed. Formal closure and continued operation were confirmed by MapSoft in September 2026. The page therefore focuses on verified implementation scope rather than extrapolated usage statistics.
