Kragujevac Regional Municipal Web GIS Platform
From municipal map layers to shared operational spatial workflows.
Kragujevac Regional Municipal Web GIS combines a real MapStore portal, GeoServer services, planning data, 2D/3D workflows, operational modules and documented training for users across Kragujevac, Knić and Rekovac.

Project context
Modernize an established municipal GIS into a shared operational spatial platform
Kragujevac already had a Web-oriented GIS, but the legacy workflow still depended heavily on CAD files, conversions and centralized publication. The modernization extended that environment into a service-oriented platform for Kragujevac, Knić and Rekovac, with Web GIS, professional access, structured municipal data and operational modules.

Shared spatial foundation
One portal for planning, parcels, infrastructure and everyday municipal information
The real interface shows a broad municipal layer catalogue rather than a single-purpose map. Users can combine cadastral parcels, administrative units, address data, planning content, utilities and other city datasets and inspect them in one controlled browser environment.

Planning & investment workflows
Turn planning and property information into queryable spatial entities
Planning boundaries, zones and city-owned or investment-related parcels are represented as structured spatial objects over current imagery. This lets authorized users move from map context to operational records without relying on static drawings alone.

Map context → spatial object → attributes → municipal action
Users work with planning and municipal spatial data in the Web GIS; operational modules connect locations to work orders, resources and work diaries, while requests/complaints are registered and progressed through mapped lifecycle statuses. Reporting and administration support the same operating environment.
Municipal operations
Use the same spatial platform for infrastructure, utilities and public-service datasets
The interface applies the same Web GIS environment to utility networks and waste-management content. Municipal departments can work with different themes while sharing navigation, identify tools, layer controls and structured object panels.


Public information
The platform also supports public-facing thematic information
Tourism content shows how the municipal GIS can expose approved public information through map symbols and structured feature panels. The project therefore spans professional municipal administration and citizen-oriented spatial access rather than functioning only as an internal GIS viewer.

The documented architecture uses MapStore for Web GIS and GeoServer for geospatial services within a service-oriented model combining browser access, professional workflows, centralized administration and role-controlled users.

GeoServer
Geospatial-service environment confirmed through administrator-training evidence.
Role-based use
Documented roles include anonymous/public users, ordinary municipal users, editors, professional GIS users, system administrators and contractor/supervision roles for work-diary processes.
Service-oriented model
MapStore is confirmed by the user manual and real UI, and GeoServer is confirmed by administrator-training evidence. A service-oriented architecture was a core requirement. PostgreSQL/PostGIS appears only through the shared Paraćin technology baseline and is therefore not asserted here as a confirmed project-specific production component.
Training & enablement
The implementation included role-specific knowledge transfer
Training was completed in two cohorts in March 2021: ordinary users on 4–5 March and administrator/professional users on 15–19 March. The final report records 24 ordinary-user attendance entries and 10 administrator/professional entries; these are attendance records, not a guaranteed unique-person total.
