The institutional challenge

Environmental data is distributed. Responsibility cannot be.

Measurements may come from monitoring stations, registers from regulated entities, documents through institutional reporting procedures and spatial information from GIS. An operational system has to connect those flows without losing responsibility, provenance or validation status.

More data is not the same as more reliable information.

Validation and institutional review need to be part of the information process before data reaches official reporting and analysis.

Reporting is a process, not an export button.

Reporting obligations usually include responsible organizations, reporting periods, metadata, review responsibilities, target formats and external dependencies. A useful system makes those responsibilities explicit and traceable.
