Measurements may come from monitoring stations, registers from regulated entities, documents through institutional reporting procedures and spatial information from GIS. An operational system has to connect those flows without losing responsibility, provenance or validation status.
Validation and institutional review need to be part of the information process before data reaches official reporting and analysis.
Different environmental domains use different rules, but the operating logic is similar: capture information, check it, review it, analyse it and only then turn it into formal reporting or public information.
