Project context

Turning fragmented environmental reporting responsibilities into one governed digital workflow

Montenegro needed to strengthen environmental monitoring and reporting as part of alignment with the EU environmental acquis, EEA and EIONET obligations. Responsibilities and data flows were distributed across institutions, important datasets were inconsistently maintained, and the existing EIS carried technology debt plus cybersecurity and disaster-recovery limitations. The project combined institutional/EIONET analysis, development of an upgraded EIS and role-based capacity building.

Create one governed environment in which responsible institutions can prepare, validate, correct, review, approve, analyse and package environmental reporting data more consistently, while aligning metadata and exchange procedures with EIONET/EEA requirements.

Translate fragmented institutional responsibilities, heterogeneous datasets and evolving EIONET procedures into a secure, scalable and reusable reporting platform without overstating integrations dependent on external EEA infrastructure.

The EIONET Montenegro model connects European reporting, national coordination, thematic groups and data-producing institutions. The software therefore supports different responsibilities, review levels and feedback cycles within one coherent reporting process.

Operational platform

A real EIS interface brings environmental themes, maps and analytical views into one entry point

The application view shows the implemented demo/training environment with environmental domains, national mapping, monitoring layers and dashboard-style analytical content. Production deployment was confirmed in September 2026.

Curated dashboards, maps and detailed environmental insights can be discovered and opened from the same system

Catalogue and detail views show that the platform is not only a reporting register. Users can discover curated analytical content and move into map-based insight pages that combine spatial layers with indicators and charts.

The interface exposes national contributions, delivery status and reporting-cycle references while the thematic catalogue organizes environmental responsibilities across pollution, biodiversity, water, soil and other domains.

Air-quality, water and monitoring-station workflows connect records directly to national map context

The modules show station-level monitoring, categorized air-quality views and thematic water mapping, keeping environmental records connected to location, network and thematic context.

Architecture & workflow

Modern application, identity, spatial services and document handling around a reusable ROD-centred process

The realized architecture follows the latest available realization reports: Angular 20 frontend, .NET 8 backend, PostgreSQL/PostGIS, Keycloak, GeoServer and MapStore, with CMS/DMS support for unstructured datasets and large reporting documents.

ROD-based lifecycle: assignment/access → reporting envelope → structured-data or document upload → validation/QC → correction/resubmission → thematic review/approval → dashboards/maps → generation of an EEA/CDR-compatible package and recording of external acceptance/rejection.

Automated EIONET ROD-metadata synchronization, EEA/CDR-compatible exports and full Reportnet 3 API integration are implemented. Reportnet 3 API integration was confirmed activated in September 2026.

What this project proves

Complex environmental reporting can be engineered as a reusable digital platform

Within a GIZ-led consortium, Montenegro EIONET demonstrates MapSoft's ability to contribute architecture, software development, geospatial integration, data-quality controls and user enablement to a complex national environmental-reporting platform. The strongest evidence is the transition from fragmented requirements to a reusable ROD-centred, demo-ready system used in role-based institutional training.
