Belgrade LRIZ modernized a legacy pollution-source registry through SQL Server migration, a Blazor/ASP.NET Core reporting workflow, SSRS reporting and desktop/Web GIS integration.

Project context

A protected desktop registry needed to become an operational city information system

Belgrade had operated LRIZ as a stand-alone Microsoft Access registry for annual pollution-source reporting. The Secretariat already maintained a wider environmental GIS, but the register was not integrated with it. The modernization therefore had to preserve institutional reporting logic while moving data, users, validation and analysis into a controlled server-based environment.

Modernize and migrate a protected legacy database without losing its reporting logic and institutional workflow, while integrating the new application into an existing multi-tier GIS environment.

Move LRIZ to a server database, provide authenticated direct reporting and administrator review, preserve the institutional reporting model, strengthen consistency controls and connect the register to the Secretariat's reporting and desktop/Web GIS environment.

Legacy modernization

Move the registry without losing the business logic behind it

MapSoft reverse-engineered the protected Access database, created the SQL Server model and migrated the LRIZ records. The result was not a cosmetic redesign: it replaced a stand-alone database with a centrally managed application and data layer that could support authenticated reporting, review, structured outputs and spatial integration.

Operational reporting workflow

From annual company reporting to administrator review and controlled submission

Authorized reporting entities enter annual data through structured forms. The application separates reporter work from Secretariat review, applies consistency checks and supports the submission, acceptance or return-for-correction lifecycle. Five reporting domains are documented: general data, air, water, soil and waste.

Reporter entry and Secretariat review are deliberately separated, with controlled status changes and validation in between.

Structured reports turn submitted data into reusable institutional information

The delivered reporting layer organized outputs into parameterized report groups and supported export. Administrators could maintain report definitions, while end users could filter results by relevant registry dimensions such as companies, facilities, municipalities and reporting years.

Annual form entry with structured selections and automatic consistency checks; submission; administrator review and accept/return; email status notification; parameterized reporting; thematic/spatial inspection and comparison with other environmental layers.

Desktop + Web GIS integration

Connect the pollution register to the environmental map of Belgrade

LRIZ spatial data were integrated into the Secretariat's CadCorp desktop and Web GIS environment. This connected registered pollution sources with thematic styling, spatial queries and comparison against other environmental layers, allowing tabular reporting and spatial analysis to work as one operational system.

The project combined data migration, application development, reporting, GIS integration, deployment, backup, training and contracted support. The technical scope is strongest as an end-to-end modernization reference rather than as a single software module.

What this project proves

Legacy environmental data can become governed operational spatial workflows

LRIZ changed from a stand-alone desktop database into an integrated operational information system with controlled web reporting, administrator validation, centralized server data, parameterized reporting and spatial comparison inside the Secretariat's environmental GIS. The system remains operational, as confirmed with the client in September 2026. Quantified time/cost savings and long-term adoption metrics are not established.
