Montenegro Open Data Portal

A national open-data service rebuilt for reliable publishing, administration and interoperable reuse.

Montenegro's Open Data Portal was rebuilt and put into production with migrated legacy content, six-role governance, multilingual access, REST/harvesting/DCAT interoperability, documentation and administrator training.

Rebuilding a national public service without losing usable legacy information

After the previous administration module could not be recovered, the project had to preserve usable published content while rebuilding the workflows, roles and interoperability needed for a maintainable national open-data service.

Montenegro needed a new operational Open Data Portal after the administration module of the previous portal could not be recovered following the August 2022 cyber-attack. Previously published data remained visible, so the project had to preserve and migrate usable legacy content while rebuilding the administrative, publishing and interoperability capabilities needed for a national public-sector service.

Delivery model: MapSoft provided the Team Leader, Web Developer/Programmer and Database/Data Structure Expert roles within the joint venture with B-One. Project results are attributed at consortium level unless an individual responsibility is explicitly documented.

Organization users work through role-based dataset and resource workflows, including metadata, visibility, resource upload or external links, and administrative review according to permissions.

The delivered portal distinguishes public use from organization and system administration. Real project UI documents governance and moderation workflows rather than only the public-facing catalogue.

The final-state platform combines migrated legacy content, a structured CKAN data environment, REST access, harvesting and DCAT interoperability for machine-readable exchange with the wider open-data ecosystem.

The support environment provides a dedicated channel for MapSoft solutions. After production deployment, the engagement transitioned into a specified 12-month support phase.
